What do I do if I discover piracy?

What should I do if I discover someone is sharing the DLCs publicly, presumably illicitly, or some other piracy?

I generally go to sharing host, report it as illegal content. It does faster job than anything else.

In this case, they are hosted on Google Drive and shared via a private uCoz site.

Report to Google, they can ban his entire drive too

The only reporting mechanism I could find assumed I myself own the rights.

uCoz have their own reporting mechanism, if I recall correctly.

I've worked with uCoz abuse before, they are generally quick to respond to correct abuse reports.

To be honest, once it is out there it's out there.

Use the report features available to you and move on. You could if you wish also email SCS about it, but chances are they won't do much more that you can (report it to the hosts).

Well, uCoz after some time e-mailed me and asked me for documents establishing my rights to the DLCs. So they are obviously still available on the guy's page.

EDIT: I now decided to e-mail SCS. So the issue is out of my hands now.
