I have tried it with file you mentioned ("Europe_Rebuilding_1.02 (1.4.8).scs"; ~908MiB; this archive have broken local headers and wrong CRC32 values) and it worked (you have to activate "repair local file headers" option).
Program only unlocks the archive, not extract it. You can extract it with whatever application you want (WinRAR, WinZIP, 7ZIP, ...).

There are still files that cannot be easily unlocked, so I wrote new version of unlocker.
It can now rebuild whole archive from scratch and bypass most locking and obfuscation techniques.

Ok, here we have new version of SCS Unlocker - some files were still inaccessible.
I have corrected some bugs and program can now work with deflated file streams when rebuilding archive.

Not sure if its me not doing something right but i've tried every combination of check boxes and i cannot unlock THIS MOD (using V1.1.1)

It is possible, I'm not saying it unlocks everything.
I'll look on that file and see what can i do.

EDIT:
From first look, it is not normal archive, this file begins with executable code. You shuld be very carefull, it smells after malware (I not saying it is, but why should archive begin with executable binary code?).

Reef, does the mod work in game?
The mod you linked is a self extracting executable zip file. With obviously broken headers and possibly destroyed CRC checksums like the rest.

If it works as a mod (which i doubt) then UGH to SCS for even having the capability to use these files.

Well, I was even unable to run it (only changed file extension to EXE, nothing more, yet) - "... not Win32 application".
