Issue with map view with the Iberia DLC

I can't seem to drag the map when viewing it (it's as if I didn't have the DLC). This is making it very difficult to place waypoints and take a look at roads. Is this happening with anyone else?

If you're using mods then that will be the problem.
Steam forums have people with the same problem and it's mods that are causing it, specifically background maps for the UI.
eg.satellite images/custom map backgrounds for the world map within ets2.

Search your mods and sure enough, one of them has an outdated "map_data.sii" file.
