A) The ability to search forums to see if something has been reported/answered before. (Which puts you off to a bad start as this has been answered before.)
B) Long term reporting of good quality bug reports in the bug forums.

Those are bare minimum requirements.
The other very important one is positive recognition. You need to build up a positive name for yourself on the forum, as SCS doesn't accept random strangers as testers anymore.
