Is this kind of stuttering normal?

Hello,
I started playing again after a short pause and I keep wondering if this kind of stuttering is normal.
I wonder if this is caused by recent 21h1 windows update. Tried different games both Forza Horizon 4 has clean frametimes, same with beamng.drive. I already DDU'd driver and installed it back, but it didnt help.
This is frametime plot with clean profile that didnt have any mods enabled ever. It cant keep up 16ms frametime even though GPU never goes even close 50% utilization, same with CPU, not even a single core.

It may possibly be common due to poor optimization,

This mess of a game has been stuttering like crazy ever since they "reworked" the graphics .. It's the new normal, I guess.

performance has gone down abit since 1.40 hopefully they will do something about it when DX12 comes around although we all thought DX11 would do the same
