Renderer uplift , very bad performance

200 percent res scale is better ( as expected ) but there are still fps drops at city centres etc. Which is absurd , neither gpu load or cpu load doesn't seem to be rising.

My launch options are:

So i dunno why fps drops so drastically on city centres with no visible resource starving etc.
