Unable to open bug reporting tool/screen

I've looked up and down Google and the forum, found many posts about shift+F11 bringing out the bug reporting tool, that makes a screenshot, write coords, ...

I can't get that to work. ETS2 v1.39.1.0, Steam on Linux (Debian, but distro is irrelevant, the runtime is always the same). I have enabled g_developer, g_minicon and g_console in config.cfg and I can get to the console. I have found /home/<user>/.local/share/Euro Truck Simulator 2/steam_profiles/466C616B54686F7269756D/controls_linux.sii, which contains, among other things:
