Check the properties of the road segment underneath the bridge. If the checkbox named "No boundary" is unchecked, check it.

You can visualize collisions with the ALT-C toggle.

A "boundary" is a wall of (automatically established) invisible collision walls, in some distance from the road or intersection. It is a protection measure preventing gamers to joyride into the free landscape. In a road's or prefeb's property window you will an option for enabling/disabling this.

SCS has enabled that marker for the most roads and intersection prefabs. But this must be used with care, if different roads are very close to each other, or even one roads bridges the other. Then the boundaries must be disabled for the area in question.

Your description sounds exactly like this problem. The lower road's boundaries blocks the bridging road. You can visualize boundaries by enabling the view of collisions, in the "View" menu or by pressing ALT-C. You will probably have to make yourself a bit familiar with that funny view, first, to spot the blocking boundaries.

Look for the for "No boundary" checkbox, in the "properties" window of the road segment in question.

Forget about the "content browser". Just reread my last comment.

Find the node of the problematic road segment. Set for "P" (item properties). Click it. Then, disable "No boundary".
