Ok, lets clear it up. License plates change when switching driver or garage. The license plate changes to fit the garage, hence you won't get a Dutch registered vehicle in Austria; or on a more local level: A PO62 prefix in Liverpool, where it would change to something like MA62.

That's perfectly fine and acceptable. But we are not talking about changing plates when you change garage. It changes plates when you drive the truck or you are just standing in one place as you can see the pictured from op. And that's not what you mentioned here, so it might clear up something mentioned here by someone, but definitely not the problem from the op. Well, first time getting this bug, running no mods at all here, and never done so either.
What happens is that the licence plate just randomly switches to another plate over and over, with your own plate still in between the other plates.
Sleeping through the night in my garage in Olsztyn somehow triggered it, wanted to make a video of it but had to restart the game to get fraps working, so the bug ''fixxed'' itself for now.
I'll make a video if the issue comes up again, so it's more clear to see what happens, but this definitely should be fixxed.
Although it's a effective way to go under from speed radars.

I saw this on an AI transit I was following near Koln tonight heading east (to look at the DLC!). The reg plate was changing every 2-5 seconds for as long as I followed it. Not seen it on my trucks as yet, but I've not been looking for it.
