When I attempt to redeem my Hard Truck Tribute gift, this happens. I click on 'REDEEM', it takes me to the Steam login page, then it takes me back to World of Trucks where I have to enter my credentials again, then it gives me the 403 - Forbidden error.

This one is a long shot, but try disabling all browser addons.

I had a very similar thing on a couple of other sites and it turned out to be the Google translate browser addon I was using.

Thank you @Mohegan13 ! It turned out to be my DuckDuckGo privacy extension to be causing the issue. So I guess for anyone else having the issue, just disable any privacy extension you may have for the moment of claiming your WoT rewards.
