Unless that is opposite a turn in (like the hotel or a delivery point) then i seriously doubt its a bug as you often get the concrete barriers placed like that in real life for safety reasons

I can't recall seeing a barrier placed like this in another city so that's why I thought it was a bug, and that the white line stops at the other railing.

This was taken using my modless profile that i made specifically for bug report stuff.
My real profile is littered with mods.

I feel if one out of all the cities has this then great, i wish every city was unique in more ways than this instead of monotome same same all the time.
I don't know what white line you are talking about.
