Pretty sure this one was repainted some time ago that has parking spaces to the side but no solid white outer line:

Perhaps it is opposite from what I thought before....
But then again you'd have to be a bad driver to be able to give someone a smashing rear end surprise in a city. Well... Usually I tend to drive through those parking spaces on a certain street in my town whenever I see them like they are not there (but then again they were not there to begin with), but in Virginia Beach.... oddly enough I wouldn't... probably same for Raleigh.
