But in every thread about this that I have read (and there are a few of them here, which you can find by searching the board for "Mouse Stuck") the end result has always been the same. If you delete the ...Documents\Euro Truck Simulator 2\global_controls.sii file, the dialog box about using your controller as a mouse will pop up:

If you click Ignore, and then re-start the game, the game will be Back to Normal. Just like TruckerKid posted over a week ago. I know this works because I just did it to make that image. And after I made the screenshot and cropped it to post here, a new copy of global_controls.sii was created by the game to replace the one I deleted.
Just so you know, this is what the global_controls.sii file looks like depending on whether you choose Use or Ignore:
