Liege & Stuttgart not discovered

Not sure if this is a bug or if it has been reported.
I went to both Liege & Stuttgart for the first time to make deliveries but didn't get the "Discovered" message:

I could be wrong, but I think that they have been discovered in your picutre, since the city is written in Yellow..

as i understood, the issue is about missing "you have discovered city" message instead of actual city unlock.

Yes the city might be unlocked but I just never got the message to say so, it's the first time it's happened and oddly twice in succession, I did forget to mention that I have no map mods.

I also had a city in France that remains grey (i.e. undiscovered) on the world map, even though criscrossing over it

Happened again here at Innsbruck, once I dropped the trailer off and pressed "T" the discovered sign showed.
