1.13.4.1s DRAW ERROR (or whatever it's called)

This error has been causing me problems since one of the updates to 1.13.
Currently playing with 1.13.4.1s

At first I thought it was mods so started a fresh profile with no mods and keep getting similar error.
At first it was the majestic trucks on the road, online and at the shop.
Now on a new profile it seems to be on a tanker.

I can't find that this has been reported already but it is very very annoying. I have deleted five profiles far into the game thinking it was mods.
And I have no idea how to upload pics here (get an error screen) so links to pics (hopefully they work)
Also tried to attach game.log ?

My drivers are apparently up to date.
If anyone else has had this problem it would be nice to know.

And to me it looks like borked graphics drivers or graphics card.

I find it hard to motivate this being in the bugs section because it isn't reproducible on all machines.
