SiSL, man, there is no law which says that the quarry should belong to the nearest city. Stuttgart businessmen bought out the quarry from the German authorities long before the advent of Mannheim. The story lasts since "German Truck Simulator". Meanwhile, if I buy a real estate on the other side of the world, it will be considered a bug in reality?

That Quarry came from the original German Truck Simulator when Mannheim is not yet present in the game. So it's not a bug after all.
