Can anyone help with how exactly the "luminance output" setting in the dif.lum shader works?
How should I adjust it for more light or less brightness? and why are there separate settings for day and night?

Despite what the label for that property says, that first number is the night brightness and the second one is the day brightness.
The brightness works similarly to how it did prior to 1.40, but you will need to use bigger numbers than before.
Prior to 1.40, I believe the maximum brightness value was 10. To achieve that same level of brightness, the value now is 2048.
This is based on what I have seen within the models I have been importing into Blender.
There are separate settings so you can set the brightness appropriately, such as having the emergency vehicle flares visible in the day time.
