specular is also full white

Yes the same thing is happening. See if you want both videos I posted. This happens only on the left side of the cab right is ok. But I think more and more that it’s up to the game. A glare appears on that side of the cabin as well. With other trucks it is less, with Volvo truck is a pronounced white / reflection.

Does anyone know, can explain in detail how to solve the problem with degenerated polygons?! I've tried a bunch of examples I've found on the internet but none of them fix the problem! It's getting crazy!

somewhere in your model you have edges with 0 length or faces without area, find and delete them, you can try clean up < delete loose in edit mode

Why is the face looks weird when exporting from blend format to pim format.
This image has taken in blend format without any material settings.

This image has taken after exporting into pim format with a single material for testing purposes. The shader preset used in the material is "eut2.dif.spec" & a single color texture is used.

Any suggestion on how can I solve this issue.

you have to set auto smooth, weighted normals or assigns some hard edges that you split with a modifier or else the engine tires to display it as a smooth surface where every hard edge is lots
