Need some more info here
Do you want to import in a 3D modeling program or use a new model you have made in game?
3 Modeling: Use Blender or Zmodeler 3
In game: Models are made available using sii files in the \def folder hierarchi
How depends on the type of model, vehicles can used directly, static models needs to be put in a map, unless it's an replacement model
Lastly everything needs to be compiled in to a mod (basically a zip archive)

Look, I don't know what are you talikng about...
.pmd is file that is model descriptor and .pmg is file that is 3D model. Both files are SCS's used in ETS2 game.
1. I need to import ORIGINAL SCS model into Blender. How to do that?
2. And, what if I wan't to import model that I made with "Blender2SCS" addon for Blender? What then?
I know how to make new model from empty scane but I don't want to do that.

I assume you already have extracted the source files using scs extractor?
As I wrote it is controlled using sii files which you can find in the def folder
You need to create a mod package to use your changes/new models in game
Without knowing which type of models you are working with it's difficult to give more in depth information

Open Blender.
Click File -> Import -> SCS pmd
In the window which opens, browse to where you have base.scs extracted. You should see several folders there (automat, unit, model, prefab, vehicle etc.). You should be in the root of base.
At this moment, click the button labelled "set base path". You will see the text box filled with the path
Now browse to where your mod is extracted. You should see similar folder structure. DO NOT go to where the actual pmd is, but at the root of the mod.
At this moment, click the button labelled "set mod path".
Now you can browse to your pmd and select it, then click import.
If everything is correct and all required files exist (materials mainly, at the location specified in the pmd) it should work.
You can now save this as a .blend file, for later use.
PS. In case you talk about SCS tools, from what I understood, you cannot import pmd's, but only work with base SCS formats (pim or similar).

tbh, you don't even need it
Blender2SCS already does the import. You can have them simultaneously... I bet you already have them.
So, import with Blender2SCS and work your way up from there...
