you need to write a .mat file and a .tobj file you then convert with converter tools

material : "ui" 
	texture : "<your_icon_name>.tobj" 
	texture_name : "texture"

map	2d	<your_icon_name>.tga
addr	repeat	repeat
and put it into the material/ui/accessory folder, best is to make a subfolder where you store all your icons so for example material/ui/accessory/teklic/modname, i did material/ui/accessory/scania_rcab_2001/<accessory_name> (chassis for example) for the Scania so i know wich icon belongs to what
