AI Traffic Headlights Bug [NOT A BUG]

AI traffic is burning headlights at daytime in Scandinavia. I thought my save broken, but no problem in other places. You have got this problem?

Its the law in Denmark, Norway & Sweden to drive with lights on during the day.

And yet ESC2 doesn't fine you for not driving with lights on. bad :/
