Incorrect level/skill points

I have recently discovered after loading an older savegame that the skill points do not revert back if that savegame is from a lower level.

So, I was level 11, I load my older save wich is level 8, and I still have 10 skill points. Also, on the front page where you load your profile, it will still display my old level (11) whilst ingame I am level 8.

pleae give evidence about the bug so we can see if it consist any bug at all. Also how do you reproduce it?
