I can't see any information about New Mexico dlc.

It's a fairly common practice to run sales, and especially Humble Bundle sales, before the release of DLC, sequels, expansion packs, and so forth. Doing this minimizes the 'loss' of selling the game at a discount by trying to hook a consumer into buying the latter at full price while hype for it is at maximum.

It's not explicitly stated, but it's certainly far from unthinkable. Probably the biggest reason to be hopeful in a while to be honest.

Do SCS have any control over what Humble Bundle do? I've always assumed it ran like another other store doing random deals.

No idea about SCS specifically, since they're tiny, but major publishers definitely have some sway over them and have shown it on multiple occasions. There was a very recent bundle, for example, that clearly had 2K's grubby hands all over it.

Incidentally, the least abysmal titles in that bundle were XCOM-related (and not for PC, and one was a bad port for Vita) and the expansion for XCOM 2 happened to be right around the corner at the time.

Since i get every email from humble bundle i can say i got the email from humble bundle couple of hours(~12h) before SCS posting on Twitter they were participating, so i don't think they have control on it.
