I don't have ATS, but this is how it's done in ETS2...
Pull up in front of a small garage, and activate the floating green Icon. When it asks if you want to buy this garage, say yes. After the animation (if you have them enabled) press G (the default key for the Garage Manager screen) and select the garage from the list. Look in the upper left corner and you'll see a small picture of it. On the bottom of the image you should see a black button with Upgrade printed on it. Press it and you can buy the large garage.

Upgrading is done the same in ATS and ETS2. Hit "Esc" key, at the bottom right side click "Company Manager", then select "Garage Manager". In the Garage Manager, select the garage you wish to upgrade. Top left, under "Garage Details" there's a picture of a small/medium garage, partly covered by an "Upgrade" button. Click it, you know you want to!

You guys forgot something. To upgrade to a larger garage you will need to also pay 180 000$ for it.

Well he did say upgrade. In order to upgrade, it's assumed that it is already purchased.
It would be nice if there was a little more upside to upgrading, besides a gas pump and 2 extra bays. Maybe a paint shop, truck wash or oil change. The latter two unfortunately would only be possible if trucks got dirty and oil needed to be change. Also very minor upgrades like interior accessories, tires, heavy haul flags and beacons all at discount prices for using own company labor. This would eliminate the need to visit 2 places. Something's can have 2 birds killed with the same stone. I'd think as ATS and ETS moves alone, they will start doing more little quirks for overall all game experience.
