$11.99 is too much for 1 state.
I might get a lot of hate for saying this. But you can't charge $11.99 for 1 state when the standalone game cost $19.99 for 3 states. It's a bad business model for a company to follow. By the time they release all the states, you'll be spending more than $100 for the whole game if each new state cost $11.99 each year a DLC comes out.
1 state should be priced at $5.99, then when you bundle states like New Mexico and Texas you can call the bundle 'The Border' and then charge the $11.99. Just seems more reasonable.
With a $5.99 price tag, you will get more people buying into it. It's not too steep nor low for the amount of work you put into the state. Plus, it's free marketing from reviewers like for example "ATS released their first paid DLC and its JUST $5.99." YouTubers and streamers will both praise this giving the game even more free marketing.
I personally will not be buying this DLC, even when I have money to spend on it. I'll be buying this DLC when it cost $6 - 9 via a sale. It's not worth $12.

The problem is that SCS has to pay their employees from something also the quality standard wouldn't be so high as it is now. Also it would take even longer to create a new DLC because the team would be much more smaller. And most important point: You are not forced to buy it know you can wait for a steam sale in which this DLC will get probably 50% off

Obviously, they can. Who implanted the idea into peoples heads that software is sold on "size"? And even on markets where this is done, you got a more or less big discount for a "big" package. If you buy a single apple, it usually is much more expensive per piece than a six-pack of apples.

Yeah, software is sold mainly based on how much work is done on it, and it's use. AutoCAD costs up to $5000 because of the work it takes to make it, and because it's business software. Same goes with the Windows OS. It's $139-299 based on it's use and time to produce.

I think the price is absolutely reasonable, even very cheap for the offered.
Anyone who finds new Mexico too expensive, has no idea what an effort is behind such a product.

First: ATS is the basic game for a low price...DLCs are the moneymaker. Thats the new business model in software, like it or leave it.
Second: Sorry, wrong calculation. The Arizona DLC was for free, you buy the basic game with two states. Okay?
