I received the wallpaper and it's also been picked up from the game but how do I enable it?

What is the reward:

A new main-menu scene for American Truck Simulator - atmospheric sunset background for your truck.

I looked in options but cant see anything to change the background and I also looked in "Mod manager" but nothing there neither.

Make sure you launch the game in Steam's online mode. On the game screen, the background should be in Options->Gameplay at the top of the section.
Just to be sure, go to this page and login to WorldofTrucks to see if you received your item: https://worldoftrucks.com/en/events.php.
It should look like this on the right side of the screen:
