Look on Renault only exterior changed. No only front bumper changed. Interior type was the same mostly and colours are different. On Western Star vehicle team has to made 2 different interiors and exteriors which is a lot of work.
If they have waited Cascadia release and then work on Cascadia files instead of making it from the scratch then you are right it's a half truck. But otherwise it's more than a half truck. At least way more than Renault. Even more than LT.

About the 49X.
The SBA and SFA options, plus the cabins... I count it as a almost new truck. Yes, it was released on September 2020. But it was incomplete, no cabin options and so on. With the amount of work they put on the cabins, hoods, SFA/SBA and the list goes... FOR ME it's a new truck.
About the T Evolution... it had a few changes in the interior.... but it's more like an update. It's like, if SCS now releases the Cascadia MY2022.

and the exterior just has a different hood/front, the rest is still the same between SFA and SBA so no, not a whole different exterior (same goes for chassis, only the front axle is in a different position)
there wasnt much work involved other then to create the initial stuff and most of the work on the differences was the hood
same goes for the different chassis length, they are all the same, only difference is length (and axle configuration but still) that can be changed with just 1 or 2 moves
and i bet with you that the Cascadia models were used to make the cabs (the mesh is a 1:1 replica that 2 different people wouldnt be able to do), or we wouldnt have gotten them 6 month later, even the interior is most likely taken from the Cascadia and modified to 49X likeness to make this all faster

But the Evolution still required licensing, marketing, and general cooperation with Renault. In those regards it had as much work as any other truck; the 49X update, by comparison, was released with fairly little fanfare. And even if the modeling was comparatively minor, it still required a little.
Obviously the 49X is "more", but it's not like I'm being super clinical here. I call them both "half" for simplicity, but it's probably closer to one being 70% and the other being like 20%.

It makes sense, some car manufacturers have also dropped models before their replacements were ready due to the parts shortage at the moment.
There's no telling what this means for the WS 5700 in ATS. Maybe it's already as good as done, and just awaiting approval to be added to the game? Maybe it was never modelled and now won't appear as it's no longer a current model?
Perhaps there is already some kind of development towards having its successor in ATS?
