Fender = extra $$$. If its not necessary, they won't run them. Its more or less dress up here in NA.
My post are only thoughts and ideas. Don't assume it makes ATS.

All trucks and trailers must have rear flaps. That is the law in every state. Full rear axles fenders for trucks, no as Flt50 said.... extra $$$. But most all trucks have the front quarter fenders for the rear axles to help keep mud, water, snow spray, or anything kicked up from the highways off the trailer, back of the cab, and other vehicles.

If SCS ever added even just one COE, I think this side of the forum would crash again for sure, lol. That would open the flood gates for classics no doubt.

I've also seen some super basic fleet trucks that don't even the front quarter fender at all.

There is no rear fender for a super-load truck. I have seen it on YouTube. The Freightliner 122SD that carries a large excavator from the Las Vegas show does not have a rear fender.
Hopefully in the future America Truck Simulator will add these trucks: Freightliner 122SD/Century/Columbia/FLD/Cascadia/Coronado, Kenworth T800/T880/W990,Volvo VNX740, International HX520/ ProStar, and MACK Pinnacle, MACK Titan.

Every truck & trailer on the road in NA requires rear mudflaps when the rear tires of the vehicle are exposed; many drivers pull the tractor mudflaps when under a trailer to prevent clipping and damaging them.
The second pic above is a straight truck chassis so would not have 1/4 fenders...IMO, and what I share with my customers....saving money on 1/4 fenders is a poor business decision as it drives maintenance costs by exposing wiring and airlines to road debris....even if you only run on interstates there is a lot of risk with catapulting gravel/debris forward....one breakdown will far outweigh the savings across a typical annual fleet purchase

There are still 2 months to 2022. I think we may be able to play the American Truck Simulator this year’s second new truck in November or December.

Also, in canada(and probably some of the northern US states) you have abrasive and salts that mixed with the snow during winter(as a result of our snow plow dropping some to melt ice and give traction on the ice that either remain after plowing, or that form afterward), which give an incentive to at least put a full fender on the first axle of the tandem as to keep the debris from damaging anything (second axle is not that much of an issue since most of the debris are usually picked up by the first axle, but if it'S covered, it will be a fender that cover both instead of individual fenders, usually).
