That is totally possible.
I do like the map with all scenery towns ads678 made.

The map that shows all the scenery towns is very cool! I think it will be very useful. Thanks for making that!

@ads678 Have you checked out Iberia DLC's Madrid?
It surprised me of the size needed for it. Way less than I thought.
Altho some of the interchanges are modified.
And M-40/M-21 used for M-40/A-2.

With Texas being announced, the map for Texas could much more dense than you think and it might have more cities however, the road network could be more complex
Take it with a grain of salt nothing is 100% sure

@Shiva You mean the ring roads could be smaller? It's better to just remove most of them, because they won't be in the game anyway.

Most ring roads can be ignored in ATS. Except Atlanta.
Washington D.C. , that 1 can go both ways.

^Yes I can agree with you both. Ring roads in ATS takes us a lot of space, therefore, most can be omitted. We already have massive interchanges to deal with. Sure ring roads would be nice if they fit but its more critical to drive past the huge skyscrapers on the interstate that takes you thru that part of the city. I think most people are loving the huge town centers in ATS. So driving thru them is more rewarding than driving around them.
