Atlanta and DC must have their ring roads as legally trucks are not allowed in downtown Atlanta except box trucks. Trucks are allowed in DC but DC is a pain.

You take beltways around cities to exclude over skyscrapers is bad idea your not going to take I-94 into Minneapolis and St Paul when you can use I-694 to get to Woodbury to Wisconsin border its easier drive and there height restrictions with bridges into downtown areas. With Indianapolis its actually necessary to get from I-74 to I-65 you use I-465 beltway. Some cities your better off with beltways freeways over having downtown skyscrapers.
Madrid style beltways are necessary to have a lot of the logistic companies are in the suburbs along with more direct and faster to use beltways over going into downtown.

Not so much height restrictions but hazmat loads are not allowed in most downtown areas so they must take the ring road around. St. Louis and KC are notable exceptions.
Depending on time of day going through downtown is actually faster as it is usually less miles than taking the beltway.

They will need to simplify some freeway junction at 1:20 scale some flyover just lead to some local side street or tax funded sports stadium for team.

On Atlanta, some of depots such as CSX intermodal terminal are inside the ring. Wondering what truckers do in that regards? I can agree with this. But it won't be easy. The ring road need to be large enough and the town center will need a trick. In order to feel right, the ring will need to appear much larger than space allows. I'm betting the same trick they used in Salt Lake city with the smelter scaling as you move closer and away. The town center will need to be 50-75% smaller as a LOD model made to look small but feel large. Fill in urban area around the ring road with the city tucked away in the center. This gives the best impression of large ring road when in reality they town center is just much smaller instead. Atlanta could be a goo way to test. I-285 has a ton of trees covering up the town center though. Maybe Atlanta could be set up for deliveries in and out depending on loads. LOL... DC is more than a pain for trucks. Especially getting in and put of the Market. Just as it was hauling cars to dealers in and around DC.
