Best map of DLC?

I would have to say Washington. The details are just so good, and it feel so realistic. The road layout is nice, and the road and city density is very good. The road signage is also awesome in Washington.

I love Washington but Utah is a a close second. Be glad once we get Idaho to box the PNW with the southwest. Love the Seattle to Spokane run on 90.

I too have to say Washington with Utah second. Washington because of the density and Utah for the rocky landscape. Despite SLC mountains being a disappointment and a big hole in Southern Utah, Utah is still a great dlc. I been running it a lot for the Xmas event trying to help max out SLC.
Typically, the latest and greatest is the best. Oregon is nice because of all the backroads. I love the non Interstate roads. Oregon is like Nevada except tons of greenery instead. NM is still great too. It was our first paid dlc and SCS made something out of what we all thought was nothing. If they can make NM a great dlc, I have no worries with the Great plains.

Certainly Washington, the quality of the map + the amount of roads and cities make it a must-have. Utah is hella small

Utah itself isn't small. It's road network is what's small, even in real life its that way though. In due time, I am sure SCS will add a few roads. Connections between US-89 to US -191 to I-70 is highly desired. It was on their preliminary dds map file along with a few others. Hopefully they still provide those grayed out roads from the dds map. Do this and Utah will please people a lot more. The cities we do have, are nice and dense enough for a 1:20 scale map.

@flight50 Utah definitely needs UT-12 and UT-95 (maybe 1 new active city). I can already see new roads with ATS for 1.37.(%100)

Washington by far!
Oregon is second for me.
I love the terrain and textures in the northwest. It feels a lot like home (Arkansas). Washington has amazing road layout and some very nice cities with Oregon making the perfect compliment. I can't get enough of the Seattle/Portland area with Interstates 5, 90, 84, 82, and 80!
Not to mention the parking lots!
I haven't spent much time in Utah. I like the Salt Lake City area and it's freeway layout, but that is really the only specially interesting area in that entire region (I try to avoid Nevada due to its awkward appearance of its age) and Arizona is rather "meh, been there done that" at this point.
I also have this very strange hatred of the stoplights used in California and Utah (the weird curvy poles, they anger me). Washington and Oregon use "normal" poles (and sign gantries for that matter).

Washington. Specially near Port Angeles and the road Bellingham - Colville, among others.
