After giving it a more closer look, I think it's somewhere in the base game: the side of the road that goes under the bridge is typical old style...

Is it near Fresno, CA?

I'm slightly confused by the lane markings on that road below the bridge. Is that two white lines? Shouldn't there be a yellow one somewhere, too? Do two white lines mean it's a non-public road? Such as that of, say, a nuclear facility?
Ramps ajd single-lane roads can go with all-white in some cases (usually slip lane style ramps). This is a ramp road, as shown by the shoulders. The direction of traffic here is coming from the right side of the image and going towards the left, as noted by the wide shoulder (which is to the right of traffic).

I see. Thanks. That actually fits the nuclear facility theory—specifically, my guess is this is at the Idaho National Laboratory. They have a ramp like that. This picture would be facing NNW.

I wonder what the point of that ramp is.
Couldn't traffic goung east on 20 or 26 just continue down Portland Avenue and go left or straight when it comes to meet both at the same intersection?

It looks to me like they built it to make it easier to make a left and go east on US-20/26. Depending on how traveled this stretch of road is, it might be difficult to make a left turn at certain times of day, particularly if you're a large truck.

Wouldn't a traffic light, or maybe even a roundabout work better and cheaper than this long ramp?

Not necessarily. While the upfront investment may be more, the maintenance costs over its lifetime are likely lower when compared to a roundabout or traffic signal. It also comes with the added benefit of not causing any of the traffic that is already on US-20/26 to slow down or stop.
