Looks like SCS made a typo there. But it just so happens that if that typo had been made IRL, it would not be improbable for this to have happened at a location such as the one shown here.

Probably in that littler corner of Wyoming. The vegetation is quite different than what we see in Utah, and I don't recall ever seeing signage like this in Idaho.
