because all will be routed through the inspection but only the trucks will be looked at, cars or vehicles with not much loading volume will just drive though

I was concerned about the cones as well, but looking over at these sites on Google Maps, it looks like CalTrans has routed all lanes of the highway through all of these inspection stations.

US 101
US 199
I-5 SB
US 97
I-80 WB

So no matter what you're carrying you'll need to pull off the highway and go through the checkpoint. So my guess is, if you're carrying say Used Packaging, the most common cargo on American roads, you'll have to stop first to "present your bill of lading" and then if you're carrying produce you'll then need to pull off into another area for the inspection.

Here's a top down view of the I-80 Truckee site. All trucks have to follow the red route either through or bypassing the weigh station, then non-agricultural products will follow the blue line back onto I-80 while agricultural products will have to pull off into the little shed area for further inspection.

You're right. It should say regardless of what you're hauling. Everyone, including cars and other private vehicles, must pass through the inspection station in order to enter California. There is no way you can bypass the inspection station unless it's an unusual day where they decided to temporarily close it.

An interesting thing I just noticed on the blog... ALL of the cars in ALL of the photos have Nevada plates, even the ones taken of the inspection stations on the CA/OR border.

Pic 1 and Pic 10 - Redwood Hwy Station on US 199, Oregon border but Nevada plates.

Screenshot 1/9 is the US-97 Dorris CA's Inspection Station.

US-101 Smith River CA. 5/10 -> Streetview. And 4/10, Streetview, well as close as possible to original location.

3/10, 6/10 and 8/10 should be I-5, Hornbrook CA.

So, where is 2/10 and 7/10?

/edit: 2 and 7, could it be US-395 Agricultural Inspection Station - Long Valley, CA?
Yeah, I know, the big electrical poles ain't there in street view.

I think maybe what they mean is, you have to pass through the station regardless, but if you are carrying a specific cargo you have to come to a full stop and press a button (like with weigh stations)?
