You are talking about this CA-247 right? Its right next to I-15. I never said it was between I-15. I said I-15 was too close.

I apologize, I misunderstood your message. But, judging by the game map, the addition of this highway looks noteworthy, so as not to make a circle of 15 but immediately drive through the highway but the main 10

Okay. To understand you better, I made a colored map.

Magenta Roads - current roads in the game
Red dashed road - your proposal
Lime green road - missing US-95
Blue - current cities in area
Orange - empty space

The dashed red doesn't save us a lot of time is what I'm getting at with I-15 being so close. Sure it can be an option but it has to be validated. My map is 1:1 so its looks spread out. In ATS, the map is 1:20 and the difference between taking I-15 and CA-247 doesn't save much time if any. Its good for detours and good for just a new road though. If there was a depot anywhere in the orange zone, that makes CA-62 valid. That then can bring CA-247 into play. But we need CA-62 to even get CA-247 and vice versa in order to link up I-10 to I-40. I know PaZz mod did CA-62 and it worked out great. But SCS may not see it worth much. Nothing is in the orange area to make SCS want to map it as far as I know. Of course I could be wrong. There could be a landmark to show off. The rest of US-95 is all I can see getting added. Between the two blue (Barstow and Kingsman), there is only US-95 to connect I-40 to I-10. Then there is I-15. I can see CA-62 coming before I see CA-247 but even then, CA-62 needs to be validated with a depot. Otherwise, its just a road that by passes a scenic town. I'm thinking the devs won't map something extra unless there is something worth showing off.

I'd much rather remove bad cities than work around them. If it's not possible to delete them entirely, they might be able to rename/rebuild them in such a way that they're a completely different city all but internally.

Hornbrook/Yreka (or Weed), Oakdale/Modesto, and Huron/Coalinga are easy targets for this; maybe San Rafael/Napa as well, but that one's less weird.

As long as the overall number of cities doesn't go down, I'd much rather have a good San Bernardino than a crappy Carlsbad. We got a good Carlsbad in NM anyway.

All you mentioned could be switched, no garages involved, as far as I can see.
But why San Rafael -> Napa?
San Rafael does have an Employment agency. I have no clue how game works if one is removed.

If its garages that only screw up the game, changes could come for towns that don't have garages. I'd rather see improvements come to the cities vs removing them though. Hornbrook is the only acception. SCS even admit that it was kind of an odd ball. I don't think anyone would miss its lack of benefits when we can have Yreka instead as the marked town. The same exit and all can still be in the game so that we can have that gas station but the area we know as Hornbrook needs to be signed as Hilt which is what it really is. If Hornbrook is to remain, it needs to be relocated to the East side of I-5 and not the West side where Hilt is.

That Google Maps link also reminded me of something. I wonder if the California rebuild is going to include the California-styled one way signs where the end of the sign is shaped like an arrow point rather than being a flat edge.

They aren't use exclusively - California mixes both types.
Take this intersection - one type on one side, the other on the other side.

Honestly, this makes me wonder why Hornbrook exists in-game. I drove this area in reality a few times in the last couple weeks, and never noticed a sign or anything mentioning a "Hornbrook", and even on that Google Maps area, I can't find any area labeled as Hornbrook. Where did this Hornbrook come from?

Hornbrook is the next town south of Hilt, but on the east side of I-5. South of this is Yreka, the larger town that people are asking for.

This map page shows all three:
