While the vacant areas are too many, the already low-population towns are very close to each other. This is the reason why the number of marked cities is low.
But Cody is not one of those towns.
Wy population is small. If they omit cities, it will be a weak DLC in terms of city and industry. That's why Cody is needed.

I think population is not the key factor. In fact, marked cities are also not a key factor. The key factor is driving. Sometimes just driving, most times delivering cargo from A to B. But in the end it's all about driving. It's what 99% of all the game is about. That means: roads (including road network, intersections, signs, traffic, etc), cities and towns (both marked and unmarked), scenery (landscape, weather, etc), and industries (prefabs, cargo, truck and trailers).
I think I can live with Wyoming getting 10 cities, as long as it will have a decent amount of unmarked towns as well. And as long there is a decent amount of road mileage.

it's pragmatical to mark a city that already exist, just put a walmart, albertson , tractor and car dealer as irl. then u have 11 cities.
It's not something like demanding colter bay village to be marked. Cody is big in terms of industry and population. it does not deserve to be a scenic town. it's not somewhere like Ouray, McCall, Colter Bay Village.

It says right in the final comment on that thread why it was locked.
Cody for me too is a nice bonus if marked, but not really a prerequisite. Wyoming should feel low density, and having small scenery towns scattered around instead of more marked towns seems better to me. They can compensate by making the towns that are marked have more industries, so you have more options for cargo.

For those who don't see a problem with absence of Cody, imagine Colorado without Lamar:

No marked city in southeastern Colorado, no depots, just drive through.
The same situation is expected in Wyoming. It would be ok if there was nothing in real life, but Cody is about the same size as Jackson/Rawlins/Riverton. And it is actually bigger than Lamar. So leaving a hole there just doesn't make any sense.

Cody is probably going to be on a road that goes through Yellowstone on one side, meaning you can't haul cargo through there. So if Cody is marked, it will be at a dead end (cargo wise). If it is just a scenic town, it's on a drive through route that you would take if you were visiting YS and didn't have any cargo anyway.

That shouldn’t really be a reason not to have Cody, given that’s how cargoes would be hauled to the town in real life. Also, given the hefty income we get, it wouldn’t be a problem to go through Yellowstone. Either you have your fines off or behave as through $1500 is no big deal - there’s no in between.

you have no idea why it shouldn't be marked. there are no extra work here if it's already included as scenic.
If Cody get marked, we can load and deliver something there. It's been written up there which depots Cody have. It's a dead end from West, not East side. (If we consider we drive all rules.)
Imagine you are SCS. You're hired people to build Cody. People consume energy and time on this city, but you don't mark it.

Why are there unmarked towns in the first place...? I think it would be nice if there were no unmarked towns anymore. Each unmarked town that we now have should get at least one company we can deliver to/from.

Small towns are part of the scenery, if the road goes through you have an unmarked town
If you have mining, logging or big farms nearby you can mark the town or designate it to a larger city nearby
