I can agree with by month. That could work vs 365 days. Enough fading in and out over 12 months could definitely work vs accounting for 365 days. It also eliminates those that want to factor in Leap Year. I don't know how they'd be able to create something that makes regions have more precipitation than others. Things are regional now but I definitely don't think things can go per state. That doesn't work. Weather should be regional. I've seen several say do weather per state. I have to disagree on that one.
In regards to in game calendar vs real time calendar, I'd say keep the real world out of this one. Too hard to make a 1:20 game real-world depend based on weather. That complicates the game that already has limitations.

The weather already is regional. Both in ETS2 and ATS, the ambient air temperature and the rain probability change depending on the area of the map. For example, it will rain more often in Seattle, Washington than it would in Albuquerque, New Mexico. The daily high temperature in Seattle is somewhere in the mid to upper 80s Fahrenheit (I can't remember the exact number right now), and the daily high temperature in Albuquerque is 98 degrees Fahrenheit.

Dynamic seasons would be great as all of you stated, but I find it very difficult to implement because of the limitations of the game and the amount of work needed.
The way I see it happen is by selecting one of four seasons from the launch menu before you load your profile. Easier to implement on the current map with small changes than having to create a new weather/ seasons engine from scratch

I believe they are going to keep it probabilistic like the rain. It is the closest to dynamic seasons we can get. After all it would be fun to drive in snow in Oregon and in scorching sun in Nevada in a single trip

Nevads is deceiving its desert, but desert parts do get some snow in winter especially the I-80 corridor as does Wyoming. I hope to see lower level clouds in both games as mountain and foothills do get obscured visually when it rains and snows, but mountains and scaling of buildings make it tricky to pull off.
Arizona-sand storms in summer time along with monsoons happen in late July to October where get drencho rain feeding those cactus. Rainfall velocity is very intense with monsoons and drenchos compared to light drizzle. The window wipers cant keep up in drencho rain and best option is pull over and wait it out.

I imagine one of the hardest things to implement would be wind physics, especially those areas which can encounter real strong crosswinds.... pretty sure I-80 near Salt Lake was a recent example.

Agreed and that is why I honestly don't think its worth the time to get such physics. Wind blowing the vegetation and something like random events with blowing leaves, debris or dust around indicates wind. They can do feathers from birds or from chickens hauled on a trailer. I've seen people want wind to affect the truck itself and that can have undesired effects. Simulating something like that is not like being in an airplane simulator. I would imagine that people would complain more if SCS tried it than those that would love to fight wind in a truck. The point of the game is to stay upright. If truck stability and trailer stability is already pushed to the far left for the most realistic feel, trying to do wind would tip you over anyways.
