I have a drivers license in the USA and I wouldn't be able to tell unless there was a sign. A protected green arrow will still have a yellow arrow in between the green and red phases, even it if isn't used for a flashing yield. It's easy to tell because no other four segment signal has two yellows. In the pic I posted above by my house, its a 5 lamp setup. 2 reds, 2 yellows and one green. I can see how it could be confusing though. Many people still act like they don't know what to do when the light is flashing yellow.
My post are only thoughts and ideas. Don't assume it makes ATS.

Having signals with two reds would be a really nice detail to come to ATS with Texas so they can be used at the intersections that have them IRL. But I would honestly be very surprised if they actually added it.

No need to make a big deal out of my mention of it.
The change is welcome. But do you really think I would uninstall and abandon ATS because of one dislike about it? The gameplay hours suggest otherwise!

It may have an example of extreme exaggeration. But it's still nice to know that I don't have to witnress the ugly eyesore anymore. I went a little overboard with my original comment on it. I had no idea that there was a US company with this name.
