I'm assuming you're using a mod since American Truck Simulator by default only has three states available at the present time. In any event, you should be able to get a load going from west to east if you can find one. If you can't, I guess you'd need to contact the person who did the mod to figure out what's going on. As for going east to west, if you haven't discovered the cities on the east, you won't be able to find loads originating out of those cities.

And, depending upon where you've spent skill points in your profile, if you don't have enough to take loads long distance, jobs over xx miles won't show as available to you.

What do you mean by "dedicated run"?

I think I know what you're talking about. There's a little tool called Virtual Speditor. Google it to get a link and learn how to use it. One time I used it to set up a load from LA to my hometown (Detroit). Made a cool $11.9 million too. You can choose the companies to pick up from and deliver to, and the load. CM20 uses it on all his ATSMP streams.
