Are you making absolutely sure that you have no other running programs than needed while running ATS? If you tried a tweak and it worked, then the problem came back.. I'm tending to lean toward an overworked system.
Re: That annoying pesky persistent cluster warning
I also have on ETS "1012 (1024)" and there are no errors.
Re: That annoying pesky persistent cluster warning
What is the value in the string "g_developer" do you have?
Re: That annoying pesky persistent cluster warning
A value of "3" has helped me.
Re: That annoying pesky persistent cluster warning
Make sure you have the latest version of ATS, by right clicking the game in Steam library, then select Properties. In the new window appeared, go to Local Files tab, then click Verify integrity of game files...
If after following the above steps the issue still persists, go here American Truck Simulator page and you'll know what to do.

Re: That annoying pesky persistent cluster warning
I can't imagine it is something about the engine version.
What triggers this message is that you enter some location of the map where the overall placement of some local objects (probably vegetation) is simply too much for your hardware. Graphics setting may also play a role.
I have seen such messages sometimes in the ETS 2 log, but very rarely and never noticed any real problem. But I have 8 GB RAM plus an extra 4GB on the graphics card. This is a 4 years old system. Pretty much low gaming standard, as of today. Would love to have a better GPU, but don't want to spend the money.
I don't know the 630, but I assume this is an "internal" graphics without extra, own memory? Well, you have a total of 3 GB RAM, so the game could only allocate much less memory than it usually handles. That is the problem.
When my Nvidia GTX670 card recently had a broken fan, I was thrown back to my "internal" Intel HD 4000. I tried how ETS 2 would cope with that, but it was pathetic, around 15 to 20 FPS in an otherwise well-doing location. I didn't try to lower the settings because I knew that I couldn't stand the poor visual results anyway. I ordered a set of new fans and am happy again, now. That doesn't mean that I don't suffer low FPS, from time to time, depending on location and weather.

I don't know the plans of SCS. Only measure which could help you in a direct manner would be a rework of some parts of the map. Which I wouldn't recommend to hope for. Of course I expect some technical optimizations in the game engine, in the future. But if this would help you I have no idea.
Maybe your problem is that the map design of ATS was done with the raised requirements in mind.
The minimum requirements for ATS are 4GB RAM. Yes, I know, with ETS 2 it is only 2GB, officially. But this is from 2012, and the game doing well on a such system I would call sheer luck. I always felt that the "recommended requirements" are the bare minimum for anybody who doesn't want to suffer. But that is said by someone who doesn't tolerate real low graphics settings. I owned ETS 2 from the beginning, but shelved it for more than a year before my old weak hardware died.
