I guess so. I have seen these messages too, but I know of it only because I regularly inspect my log while modding.

Can't say with certainty, but I doubt that this error will raise performance issues. As I never spotted a visual problem, my idea is that the cow models are simply not displayed in such a case. And I can't imagine that the error message is more consuming than the rendering of some animated cows.

a DX update would give you nothing

DX9 was last updated 2007 way before even ETS was released

DX 10 will bring nothing either because the game doesn't know it

DX10 has, like DX9, no updates anymore and should already be up-to-date on your system with the latest patches for DX11 (Windows 7/8/8.1) or DX12 (Windows 10)
