Is regional rain probability implemented or scheduled to be?

Hi guys, I am sorry for asking something that has probably been answered somewhere, looked for it saw discussions but no confirmation.

Is regional rain probability implemented already or is it going to be?

If it already is how do I activate it?

already in the game

you can't change it. Its just some numbers for each state
