Disabeling H-Shifter

I recently performed a fresh install of Windows (as I do every 6 months due to alpha/beta testing). Due to my disability, I can't use steering wheels with a clutch since I use my hands to control the pedals and steering wheel. I am currently using my old but dependable Logitech GT.

Before the reinstall I had no problems with conflicts with binded buttons. Now it seems that regardless how I configure my wheel, the H-Shifter is active along with various wheel buttons that can't be unbound or binded to something else.

This causes a lot of problems with enjoying the game. Since I only have two hands, it's asking a little too much to use the wheel, pedals, and keyboard. Is there a way to disable the H-Shifter or at least reassign the buttons to remedy the conflicts?
