CPU power decrease when lights turned on

So, I’ve been having issues getting the game to run smoothly. I have done basic troubleshooting steps such as removing all mods, reinstalling the game, starting a new profile, I even reinstalled windows and re pasted my CPU and GPU. (My specs will be listed at the bottom of this post)

I noticed that the game will run 100+FPS if the lights are turned off, but as soon as I turn them on, my FPS drops from ~115fps (~75 99%fps) down to around ~40FPS (~25 99%fps) obviously these numbers will very a little depending on whether I’m in the city or not. I decided to check my hardware monitor to see what was causing the issue, thinking maybe it was a thermal throttling issue. What I found was not expected and very confusing.

When I turn on the lights, my CPU wattage drops from ~23W down to as low as 13W. Though the CPU isn’t at its thermal throttle point. I’ve attached screen shots of my hardware monitor. Disregard the min/max columns as the value is all we are looking at.

If anyone would be able to help me fix this issue, it would be greatly appreciated, although none of my friends seem to have this issue and it only happens with ATS/ETS2. All other games run fine. (No Mans Sky at ultra settings with DLSS, I get 80+ solid)

My thinking is maybe the game wasn’t tested with my combination of hardware and this hardware configuration may need additional optimization by SCS.

Issue happens at all settings above medium

Specs:
I7 9750H
RTX 2060m
16 Gb DDR4
Game is located on SSD

You didn't say what setting you use in game and both screenshots look the same to me. A screenshot like that when the fps is low would help.
