just posted my game log for someone to see whats causing the 16 fps then back to 60 issue since new update

You have 3,090 errors all pertaining to mods.
Don't remove mods from the profile as this can actually cause crashes which won't be of any help to you.
Instead create a brand new profile and just play on that for a while. If the issue continues, then you know it's not a mod issue and we can look for other problems that might be causing it. If it doesn't happen then we know it is 100% a mod issue.
From there it's a matter of moving mods correctly and safely to prevent additional errors like crashes.
At least one of your mods hasn't been updated properly for over 5 years so chances are it will be the mods causing issues.
