Game renders your resolution x scaling factor THEN reduces back to your resolution and creates a finer smoothing...

Ok, but how does that effect the GPU? Does it increase heat when you pump it up higher? If it does, would an extra case fan help?

Ofcourse it does require more GPU power unless it is below 100%
For instance, you are using 1920x1080 resolution and you picked scaling of 125%
This case, game first acts like it is being sent to 2400x1350 resolution THEN resized back to 1920x1080 to fit your screen (so two steps extra to do that). So higher requires more and more GPU. So for 400%, it means like game is rendered for UltraHD resolution So if you are going to use Scaling for smooth corners etc, make sure you disable other AA functions from GPU driver.
(It only scales rendered 3D area, not the Hud though, that's why HUD is always clear unlike GPU based AA techniques)

Below 100% it won't blow up, probably use less GPU then you already do but mud quality graphics

This new computer runs the game great in ultra and 400%. But I don't need UltraHD resolution. So what scaling setting should I use for 1920x1080? Currently I have it set to 200%, and I can't tell the difference between that and 400%.

I prefer myself, 200% generally okay with less frame losses.

Ax, it all depends on what you want from the game. For eg.,
- If you are a screenshot buff, those aliased edges at 200% scaling would matter a lot. The sharpness 400% scaling provides is just perfect w/ some little AA tweaks from the likes of SweetFX.
- Distance between you & your monitor. Anything less than 2 feet & depending on your vision, 200% provides a nice crispy experience. Farther than 2 feet, 100% would do just fine.
- Then there's the power users w/ 970s, 980s, Ti's & SLIs. When you got a Bugatti why drive it like a city car?
