This may be a silly question but I have 6 garages and heaps of trucks and want to get more garages but everywhere I look, there are none. drove specifically to Redding and nothing there, Bakersfield...nothing there, Ely..nothing. I have Tucson, Phoenix, LA, Vegas and Fransisco and Elko. Are there anywhere else I can look. I play essentially off line as internet is a problem so have not really looked at "external Contracts". Any tips would be much appreciated.

They are on the map. Zoom in and look for a house like symbol in each city. I don't remember the color but I recall seeing some green and some purple. I could be mixing up ET2 and ATS but they both indicate garages the same way.
My post are only thoughts and ideas. Don't assume it makes ATS.
