The reason I said it's not a bug, is because in order to be a bug there has to be code to handle the situation. In this case there wasn't at that time, and as far as I know still isn't.
When a driver has pre-pass on board and is given the green light (bypass), they remain on the highway at speed. If given a red light (weigh) then you must enter and scale out. If during the scale out they don't like the look of something you might get a level 1, 2, or 3 DOT inspection. In this case you would pull around and park, take your log book inside with your bills of lading and go from there. When coming up to a scale house that is not a pre-pass scale, all trucks must enter even if empty (if it's open). If empty and the scale house has a bypass lane, you take it. Most have moving scales in the bypass lane and will know if you are not empty and will give chase.
Also, all scale houses have either an electronic sign or 'flip' sign that has one of two states on it: OPEN, or CLOSED (unless it's an old scale house on secondary or tertiary roads). In almost all cases the open/closed sign and transponder for the pre-pass is 1 mile from the scale house entrance with another sign at the 1/2 mile mark.
When exiting the scales, you do not have the right of way. It is the drivers responsibility to merge with the traffic in a safe manor and reasonable speed. That said, almost all drivers attempt to move over if able to and allow the driver to exit. This is usually when some 4 wheeler that's oblivious to the lumbering machines will cut into the granny lane and attempt to pass the slow truck now in the hammer lane. In this situation, you either ride the shoulder until you can merge, or jump on your binders and horn at the same time
NOTE: when I say driver I mean truck driver. When I said 4 wheeler, that's a normal car driven by normal people. When I say trucks, I mean class 8's not any truck.

@supersobes I honestly don't get why some countries inform drivers about speed checking devices or something else... isn't the sense of such stuff to catch people who violate rules and don't tell people 'Be aware, in the next few miles we take nice pictures, than you can drive faster again'...

@B787 couldn't agree more, all you need is to be informed what's the speed in the road you are driving, going faster is on drivers account. That solely motivated them to drop the law that said they had to be announced.
It kills me from inside when i have to pass by 2x 80kmh and 2x 60kmh radars every day going and coming to work, and the dumb asses pas at 50 on the 80 and 35 on the 60, but few meters before and right after they do 50% over the limit, in that very moment i wish i had a GTA life and some sticky bombs, go 79 and 59!!!, even doing 5% above limit you won't get fined here as the law accounts for speedometer precession.

They give warning in the UK so that the accused has no legal defence for fighting the ticket. People have had fines overturned in the past because they took the defence that it wasn't signed as a camera area.
Absolutely ridiculous indeed, the speed sign is your warning. Personally I think they should just make all camera zones average speed cameras too. Prevents the idiots on the motorway speeding and braking for cameras. If I had my way all camera warning signs would be removed.

The new trend here is traffic monitoring with cameras, people looking at their phones while stopped in red light are getting fined left and right, also any other infraction like changing lanes without signaling, but these areas by law still need to have specific signs stating that.

The main question is 'Who cares about speed limits?'. I noticed from my daily ride to work that the number of people who ignore these limits become more and more. By ignoring I don't mean only people who are driving much faster than allowed... I also see it often that people go much slower than it is allowed, which can be dangerous too! @Tarso 5% tolerance is a lot... Here in Germany we got below 100km/h a tolerance of 3km/h and above 100km/h a tolerance of 3%.

I would love for the minimun speed to also be enfoced, below 50% of posted you also can be fined here, but they never do that.
Highest legal speed here is 110kmh 5% of that isn't that much, and i never saw a radar for 110, they are usually straight-ish sections of roads where people drive 120-150 anyways
Majorly we see 80 and 90 as limit for small cars, trucks max is 90 outside of cities perimeter and 80 in it.

Only 110?! Oh no...
There can be a lot of special rules but basicly (for cars) you can say that we got inside a city 50km/h and outside 100km/h. Trucks are a bit different... they got outside a city with just one lane only 60km/h (where cars are allowed up to 100.. ) and on the Autobahn 80km/h.
The point is that if you really care about the limits you are mainly the slowest which will produce a lot of anger behind you... So basicly it is needed to drive faster, especially in roadworks where you just got one lane or a wide and a narrow lane. Cars can pass you anyways but all the stupid truck drivers get really angry if you drive the allowed speed and it also already happened that they try to overtake you on a 2.2m lane...

Traffic cameras are usually located in areas where the traffic rules are either more important than other places or where there have been a lot of violations in the past. An example where the traffic rules are more important would be a small town where the main highway goes through the center of town. It's more important to follow the speed limit in the town because of traffic, pedestrians, parked cars, etc. than it is to follow the speed limit on a straight, flat, dry road through a rural field on a sunny day. By posting the signs about a speed check, it reduces the amount of speed violations in areas where it is more important to follow the speed limit. This isn't to say that it's okay to speed in areas where it is less likely there will be a speed check, but posting signs about speed checks is sort of deterrent for people to speed. The Pennsylvania Turnpike, a toll road in Pennsylvania, has a system similar to your "average speed check" system, but they don't use cameras. Instead, they look at the time stamp that you got your ticket at the toll booth entering the road. Then they look at the distance that you traveled to the next toll booth where you pay when you exit the road. Haha, average speed check isn't allowed in germany due to our data security law...
