Trailers and hired drivers

Just a quick inquiry, outfitted and purchased two lowboy triple setups, I've been doing these type loads around New Mexico, Arizona etc....after hiring two drivers, buying truck for them, they don't use trailers.... My first driver was, then after hiring second, neither of them are using... Is there a way to make this happen? My company goal in SW states is to do specialty and heavy hauling.....

Trailers are optional for hired drivers and there is no way to force them to use them.
