Is there any chance of adding an option to turn this specific fine off? I usually use my parking lights while I drive, so I constantly get fines.
But just before I driving in heavy rain with fog and I got a fine for using my headlights then because it was still during the day. Even though it would make sense to have them on during that.
It just breaks the realism in my opinion. I know there are some real laws that relate to it, but I don't think it works properly with the different weather conditions.

There's no such thing.
You're getting fined for not having your headlights on. You said it yourself, you're driving with just the positional lights.

I drive with my low-beams on all the time, never had a problem like this.

First click is Marker Lights, second is low beam, then whatever you do for high beam is third. Check it out.

In real life you can drive with your lights on in the day time. But Don't use high beams. Running with lights on just make it a lot easier for the other drivers to see you...

Turn off Fines and you won't have that problem.
IRL it is legal to run your rig with only the marker/body lights. All lights on when your wipers are on is a law in just about every State. Tho there are many drivers out there that don't and get away with it.... 4 wheelers and the big rigs. Same goes for signal lights for any and all turns, and lane changes..... That turn arrow doesn't mean you don't have to use them. Truckers are held to a higher standard because of that CDL and will get a ticket, where as 4 wheelers won't. Yeah... makes sense to me.
